NATIONAL DISLOCATED WORKER GRANTS

National Dislocated Worker Grants (DWGs) are discretionary grants awarded by the Secretary of Labor, under Section 170 of the Workforce Innovation and Opportunity Act (WIOA). DWGs provide resources to states and other eligible applicants to respond to large, unexpected layoff events causing significant job losses. This funding is intended to temporarily expand capacity to serve dislocated workers, including military service members, and meet the increased demand for WIOA employment and training services, with a purpose to reemploy laid off workers and enhance their employability and earnings.

Disaster recovery DWGs provide temporary disaster-relief and humanitarian assistance employment, as well as employment and training services, as appropriate, to minimize the employment and economic impact of declared disasters and emergency situations, in disaster-declared areas as defined in 20 CFR 687.110(b).

Employment recovery DWGs provide resources to states and other eligible applicants to respond to major economic dislocations, such as large, unexpected layoff events that cause significant job losses.

IOWA NATIONAL DISLOCATED WORKER GRANTS

Disaster Recovery Employment Program (DREP)

On March 23, 2019, Iowa received a major disaster declaration (DR-4421) from the Federal Emergency Management Agency (FEMA). The US Department of Labor (USDOL) awarded Iowa Workforce Development (IWD) $3 million in emergency DWG funds. IWD will serve as the lead statewide agency to administer the Iowa Disaster Recovery Employment Program (DREP) and pass-through DWG funds to implement disaster recovery work in partnership with local areas.

COVID-19 Employment Recovery Dislocated Worker Grant

On March 23, 2020, Iowa received a major disaster declaration (DR-4483-IA) from FEMA.  USDOL awarded IWD $1,665,000 in emergency DWG funds. IWD will serve as the lead statewide agency to administer the COVID-19 Employment Recovery DWG.  All Local Workforce Development Boards(WDBs) will be eligible to apply for funds to implement employment recovery work.
 

Severe Storms-Derecho Dislocated Worker Grant

On August 17, 2020, Iowa received a major disaster declaration (DR-4557-IA) from FEMA.  USDOL awarded IWD $1 million in emergency DWG funds.  IWD will serve as the lead statewide agency to administer the Iowa Severe Storms-Derecho DWG.  Local WDBs affected by this disaster will be eligible to apply for funds to implement disaster recovery work.
