DUBUQUE - The first ever tri-state employment workshop is being held with administrative law judges from Illinois, Iowa, and Wisconsin. The workshop entitled, “A 3-D Approach” is scheduled for April 27, 2006 at NICC Town Clock Center for Professional Development, 680 Main St., Dubuque, Iowa. Registration begins at 8:30 a.m. with the program starting at 9:00 a.m. until Noon. Three administrative law judges will present information about their states’ approach to procedural matters of various employment related topics. Some of the topics addressed will be relate to unemployment laws such as quarterly reporting, protesting unemployment claims, fact-finding and appeal procedures. The development of substantive law covering areas of attendance, drug testing, misconduct and voluntary quits will be reviewed also.
The three highly qualified presenters include the following: Iowa chief administrative law judge, Dan Anderson, with Iowa Workforce Development, received his baccalaureate degree from Macalaster College, then graduating from University of Iowa College of Law in 1975. He has prepared training materials and participated in training seminars sponsored by U.S. Department of Labor, The National Judicial College, the Iowa Association of Administrative Law Judges and the Iowa State Bar Association. The director of the Bureau of Legal Affairs for the Wisconsin Unemployment Insurance Division, Dan LaRocque will be representing the state of Wisconsin. He has been a lawyer for 25 years, in private practice representing and advising individuals and employers, and as a corporate attorney in labor, employment and litigation. From the state of Illinois is Doris Whalum, who has in the past four years served in the Administrative Hearings Appeal division and conducted hearings on statutory compliance, chargeability, and liability issues. She has worked for the Illinois Department of Employment Security since 1979 as an Administrative Law Judge.
Area human resource managers, payroll accounting staff, mangers and supervisors and business owners are invited to attend this workshop. The fee is $20.00 for Non-TRIHRA (Tri-State Human Resource Associates) member and $15.00 for TRIHRA members. One can register by calling NICC at (888) 642-2338 or (563) 557-8271 ext. 380.
