Iowa Online Appeal of Unemployment Insurance Decision

To file an online appeal of an Unemployment Insurance Decision issued by Iowa Workforce Development, you must follow the instructions provided to complete each section and submit this form by clicking the SUBMIT button at the bottom of the form. The sections marked with an asterisk (*) must be completed to submit the appeal online.

Proceedings before the Unemployment Insurance Appeals Bureau are open to the public and documents submitted are public records. This means that the public has access to the headings, decisions, exhibits, transcripts, and recordings without prior notice to you. Telephone hearings are used in 95 percent of our cases. They are formal hearings conducted by administrative law judges like in-person hearings. The appeal hearing will be scheduled by telephone conference unless you state an in-person hearing is required.

This request may be denied if an in-person hearing is impractical due to the distance between the parties. Note: In-person hearings require traveling to one of 15 in-person hearing sites in Iowa and normally involve some delay in scheduling.

If you have documents you need to prove your case, you may upload up to three documents prior to selecting the Submit button and they will be included with the submission of your on-line appeal form. The hearing notice you will receive when the appeal hearing is scheduled will also provide instructions for submitting documents for the hearing by mail, fax, or email.

You must keep a copy of everything you send in and have any documents submitted for the appeal hearing with you during the hearing.

Once a document is uploaded, it will become property of IWD. Files cannot be larger than 5MB in size and can be one of the following formats: GIF, JPG, JPEG, PNG, PDF, RTF, TXT, Excel (XLS or XLSX), or Word (DOC or DOCX). Please note: High resolution photographs often exceed the 5MB limit and should not be uploaded. If a digital image is needed, please choose a lower resolution setting on your camera to reduce the size of the file.

After you click the Submit button, you should receive a confirmation email. Your appeal is not filed until you receive this confirmation email. If you do NOT receive the confirmation email, or if you are for any other reason unable to complete the online appeal process, you must mail, fax, or deliver your appeal in person. You should retain a copy of the confirmation email. If there is a question about whether or when you filed an appeal, you may be asked to produce a copy of the confirmation email. If you are appealing more than one decision, you must file a separate appeal to each determination.
