WIOA Resources

The purpose of WIOA is to increase access and opportunities for employment, education, training, and support services to individuals. Youth, dislocated workers and long term unemployed individuals may be eligible for these additional services.

  • The Workforce Innovation and Opportunity Act (WIOA ) is the first update to federal workforce law since 1998
  • Replaces the Workforce Investment Act (WIA)
  • Amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973
  • Six-year life - 2016 - 2020
  • Most provisions take effect July 1, 2015

Background Information

The Workforce Innovation and Opportunity Act (WIOA ) is designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. It is the first legislative reform of the public workforce system in 15 years.

WIOA  makes it easier for the public workforce system to help workers acquire the skills employers need and assist employers in accessing this talent pool. The new legislative provisions are designed to help workers, including those with barriers to employment, access employment, education, job-driven training and support services.  WIOA  provisions will also enhance program coordination, streamline service delivery, increase flexibility for governance, improve services to employers, align programs across common goals and increase accountability and transparency. WIOA  emphasizes quality training that leads to credentials, regional planning and service coordination, implementation of targeted sector-based strategies and career pathways.

The U.S. Department of Labor (USDOL) has released a series of Training and Employment Guidance Letters (TEGL) and Training and Employment Notices (TEN) associated with WIOA  implementation. These TEGL’s are needed because the final regulations will not be released until January 2016. In the interim, USDOL is providing operational guidance to states and locals because much of the new law becomes effective July 1, 2015.  They include the following:
